DISCUSSION / BACKGROUND
The Department of Transportation’s (Transportation) County Service Area Zone of Benefit (ZOB) Program is established as a method to finance and provide needed public facilities and services to residents and property owners within these areas. The following budget transfer is necessary in order to appropriate funds and pay for grounds maintenance and utilities costs incurred during Fiscal Year (FY) 2020-21. This budget transfer is within the zone’s existing available funds and does not involve any retroactive work or contracts.
In order for the Zone to pay for invoices incurred during this budget year, the following budget amendments are needed:
Budgeted appropriations need to be increased in Maintenance: Grounds by $2,500 and Utilities by $1,500 in the Emerald Meadows Zone of Benefit Org, offset by a decrease to Appropriation for Contingency in the amount of $4,000.
ALTERNATIVES
The Board could choose not to transfer the available funds from the ZOB budget; however, this would result in vendors not receiving timely payment for services and alternative methods to fund this would need to be identified.
