DISCUSSION / BACKGROUND

The CSA 5 Erosion Control Project site is within an existing residential development located in Tahoma, west of State Route 89 and south of the Placer County line.  The proposed CSA 5 Project will provide water quality improvements within the project area, focusing on treatment of storm water runoff via infiltration and source control measures.  Storm water runoff will be directed into inline infiltration systems with sediment capturing capacity, thus providing a direct reduction in the transport of fine sediment into Lake Tahoe. The goal of the project is to improve the clarity of Lake Tahoe by reducing the detrimental water quality impacts of the CSA 5 subdivision in Tahoma.

 

The Department of Transportation (Transportation) submitted a grant proposal to the United States Department of Agriculture (USDA) Forest Service Lake Tahoe Basin Management Unit under the Wyden Amendment to supply necessary funding to complete the CSA 5 Project.  The USDA proposes the County execute Participating Agreement 21-PA-11050300-019 (Participating Agreement) to grant the County $400,000 for the CSA 5 Project.  

 

During the term of the Participating Agreement, Transportation anticipates there may be a need to request that the USDA Forest Service further modify the terms of the Participating Agreement, generally related to administrative issues, project schedules, and budgets.  Transportation is requesting that the Board delegate authority to the Director of Transportation to execute these types of amendments or modifications.  If a future amendment or modification proposes to increase the current funding amount of the Participating Agreement, Transportation will bring it to the Board for consideration.

 

ALTERNATIVES

The Board could choose to not accept the funds.  Implementation of the subject project would be significantly delayed while Transportation attempts to find another funding source.

FINANCIAL IMPACT

The 2021 Capital Improvement Program,  approved by the Board on June 8, 2021 (Legistar #21-0624, Item 54), lists $400,000 in CSA 5 project costs as "to be determined". The funds to be awarded as a result of the Participating Agreement provide this funding source for the Project.

 

The proposed Participating Agreement requires that the "County contribute an estimated $200,000 towards implementation costs for the project."  This $200,000 has already been programmed to the subject project as part of the CIP and the FY 2021-22 Budget using funds collected from CSA 5 property owners for drainage improvements within CSA 5.
