2) Provide conceptual approval to explore the feasibility of a managed homeless encampment near the Placerville jail facility.

DISCUSSION / BACKGROUND

On July 1, 2021, the City of Placerville requested the County identify two members of the Board of Supervisors to discuss issues relative to homelessness within city limits with two members of the Placerville City Council. On July 13, 2021 with Legistar item 21-1125, the Board appointed Supervisors Thomas and Hidahl to the “Two-by-Two” meeting, and requested an update to the full Board be provided following the meeting.

 

On August 6, 2021, the “Two-by-Two” meeting was held with the City of Placerville to discuss their proposals to ease homelessness within city limits. As a result of this meeting, staff is requesting that the Board approve the development of a plan to create a managed homeless encampment near the jail facility in Placerville. The Sheriff’s Office will lead the development of the plan in coordination with the Health and Human Services Agency and other community stakeholders.

 

ALTERNATIVES

The Board could choose not to approve the development of a plan to explore the feasibility of a managed homeless encampment near the Placerville jail facility.

FINANCIAL IMPACT

There is no financial impact to explore the feasibility of a managed homeless encampment near the jail except for the staff time necessary to create the plan. It is anticipated the ARPA funds could be used to fund the project, if approved by the Board.
