FUNDING:   100% Federal (Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases Enhancing Detection Grant).

DISCUSSION / BACKGROUND:

On December 13, 2016 (File 16-1192), The Board of Supervisors authorized the Health and Human Services Agency (HHSA) to enter into an Agreement with Patagonia Health, Inc., for the purchase of software licenses, support, and implementation of Electronic Patient Health Record (EHR) and Medical Billing software, for Public Health Nursing, for the term effective upon execution and to continue for a period of five (5) years from the date thereof, with a maximum contractual obligation of $315,475. Amendment I to Agreement 407 (209-S1711) is necessary to add on-site system analysis services in the amount of $18,000 for the purpose of evaluating how the software and overall service has been working for Public Health Nursing, as well as discussing needs in regard to ongoing use of the EHR and review of additional solutions.  Amendment I also includes an additional increase of $132,000, which will allow Public Health to purchase any necessary or recommended service enhancements through approved Work Orders. HHSA will receive up to an $8,000 credit for any additional purchases made before December 31, 2021.

 

Currently, not all staff are using the Patagonia EHR software. Upon conclusion of discussions and on-site analysis by Patagonia, Public Health is, at a minimum, considering purchasing a module for Maternal Child Adolescent Health (MCAH) which is currently tracking its clients in Excel. Additionally, the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) Enhancing Detection Grant will fund additional training and customizations, which will give Public Health more effective COVID-19 data reporting thereby improving data infrastructure for COVID-19 and other emerging infections.

 

ALTERNATIVES:

Should the Board decline to approve this Amendment, HHSA would not have the opportunity to analyze with Patagonia Health how the EHR solution is working for Public Health Nursing or discuss and purchase additional system solutions.

FINANCIAL IMPACT:

The Original Agreement is Federal and State funded.  Amendment I is funded 100% by Federal (ELC Enhancing Detection Grant) funding.  There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the Fiscal Year 2021-22 budget.
