DISCUSSION / BACKGROUND
In 2014, the Board approved Agreement No. 191-S1511 with Pacific Bell, dba AT&T to provide Countywide switched Ethernet services and to authorize additional service requests in accordance with the terms and conditions of the agreement. Per Policy C-17, the Board of Supervisors approval is required for any contract term exceeding three (3) years inclusive of all amendments and regardless of any dollar amount. Contract #375 became effective in 2014 and amendment 12 to C3-A-12-10-TS-01 and amendment 13 to C3-B-12-10-TS-01 extend the term of the original agreements to 12/31/21, or seven (7) years.

The CalNet agreements are managed by the State of California Department of Technologies, and are available for use by local governments. The County of El Dorado participates in these state cooperative agreements to maximize service offerings and to minimize costs for telecommunications and Ethernet services. The original agreements and amendments for each cooperative agreement for CalNet services are included for reference. An increase of $10,000 is requested to increase the not-to-exceed value of the contract to $57,577.60 to allow for payment of services through the anticipated end of this contract service period.

ALTERNATIVES
Should the Board decline to approve the amendments, the County may experience a lapse in telecommunication and network services, or an increase in costs if we choose not to participate in the State’s cooperative agreement with AT&T.
