DISCUSSION / BACKGROUND:

On August 24, 2021, under Board Item 20-1185, Agenda No. 13, the Board authorized the Director of Health and Human Services Agency (HHSA) to submit a grant application to the California Governor’s Office of Emergency Services (Cal OES) for the County Victim Services program, for an estimated allocation of $159,395.  If the grant is awarded to the County, the totality of the funding will be sub-awarded to CASA of El Dorado to provide Court Appointed Special Advocates for victims of child abuse and neglect.

 

The grant application, consistent with the requirements of the County Victim Services Program Request for Applications, requires a Certification of Assurance of Compliance (Certification) to be signed by the Board Chair and Director of HHSA. HHSA brought this Certification to the Board for approval and signature under Board Item 20-1185 on August 24, 2021, in which the Board approved and authorized the Chair and the HHSA Director to sign said Certification.

 

Since Board approval and signature by the Chair was acquired on the Certification, Cal OES released a revised Certification of Assurance of Compliance for the County Victim Services Program, notifying all applicants that a new version of this form was published and that a revised Certification must be completed, signed and submitted to Cal OES as part of the grant submission package. As a result, HHSA processed the revised Certification for the next available Board Agenda.

 

ALTERNATIVES:

Should the Board decline to approve and sign the revised Certification, Cal OES would reject the County’s grant application for the County Victim Services Program, and as a result, the County would not be awarded funding through this opportunity and will be unable to sub-award this funding to CASA of El Dorado.

 

PRIOR BOARD ACTION:

Item 20-1185, Agenda No. 13, 8/24/2021, the Board approved the HHSA Grant Application for the County Victim Services Program, and approved and authorized the Board Chair and the Director of HHSA to sign the Certification.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT:

Approved by County Counsel.

 

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

In the previous sixty (60) months of funding for the Victim’s Services Program grant, all required matching funds have been met by CASA of El Dorado without failure. This model will be continued for the new grant cycle. However, should CASA of El Dorado fail to report $25,720 in match as required in the resulting subaward agreement, the County would be responsible for any unmet match or disallowed expenses, using County General Fund, consistent with the requirements of the Grant Program.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of the Chair on the required Certification; and return said Certification to HHSA at 3057 Briw Rd promptly to submit to Cal OES by 9/24/2021.

2) Clerk of the Board to provide a Certified Minute Order to HHSA upon approval of the Minutes of the Board.
