DISCUSSION / BACKGROUND

The County's Office of the Public Defender and the Office of the District Attorney have utilized Karpel Solutions as the consolidated, single database case management system since April 2019.  In March 2021, the Board of Supervisors authorized the establishment of the Office of the Alternate Public Defender, which will also needs a case management system equivalent and in conjunction with the Public Defender and District Attorney.

 

The original agreement between Karpel and the Information Technologies Department (IT) is a non-financial agreement that governs the hosting of the platforms for the District Attorney and the Public Defender who use Karpel case management products. In order for Karpel to also provide hosting services, maintenance, and support for the Alternate Public Defender (APD), the County must increase the number of total hosted users by the number of APD employees who will need to use Karpel for case management purposes. This amendment increases the number of hosted users from eighty-three (83) to ninety (90) to accommodate the APD staff who will be using Karpel for case management.

 

Per Policy C-17, departments must obtain authorization from the Board of Supervisors, initially and on an annual basis, to utilize any contract that does not have a stated contract term.

 

ALTERNATIVES

Should the Board decline to approve the agreement, Karpel would not support the additional users in the Office of the Alternate Public Defender.

FINANCIAL IMPACT

There is no cost associated with the Hosted by Karpel agreement. The cost of licenses and support are billed to the departments who utilize the services, not Information Technologies.
