DISCUSSION / BACKGROUND

The Tentative Map (TM 07-1440-R-2) for the Summer Brook project was approved by the Planning Commission on August 9, 2018. Department of Transportation (Transportation) is recommending the Board approve and authorize the Chair to sign the Green Valley Road Road Improvement Agreement 21-54989 (Agreement), between the County and the Developer, Summerbrook, El Dorado, LLC (Developer).

 

In accordance with the Conditions of Approval, the Developers shall improve the frontages along the north side of Green Valley Road by rebuilding the existing road surfaces, widening Green Valley Road, adding traffic signs, installing water lines, sewer lines, and headwalls, modifying the existing storm drain culverts, and restriping the roadways. The new intersection of Green Valley Road and the internal Silverleaf Drive shall include the construction of a raised traffic island, effecting a Right-In, Right-Out only configuration. The Developer shall also modify the existing signal at the Pleasant Grove Middle School intersection on Green Valley Road, to allow for connection of the new internal Summer Brook Drive.

 

The work described in the Agreement is anticipated to start in Fall 2021, and onsite improvements are currently underway. No full closures of any roadways are currently anticipated; however, construction related delays to traffic may occur.  

 

Approval of this Agreement will allow the Developers to make improvements to Green Valley Road, as necessary to complete the project.

 

ALTERNATIVES

This Agreement is necessary for the Developers to construct the Green Valley Road Offsite Improvements. If the Agreement is not approved, the Developers would not be able to construct the necessary improvements.

FINANCIAL IMPACT

The requested Board action has no associated fiscal impact or change to Net County Cost. The Developers will bear the cost of constructing the improvements in the proposed Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Agreement.

2) The Clerk of the Board will return one (1) fully executed original Agreement to CAO, Procurement and Contracts Division, attn: Tyler Prince, for final processing.
