Department of Transportation recommending the Board approve the following:

1) Authorize the addition of the Clear Creek Road Scour Mitigation Project to the 2021 Capital Improvement Program (project number 36106022, estimated total project cost $458,614); and

2) Approve and authorize the Chair to sign a budget transfer to add the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 revenue and associated expenses for the Clear Creek Road Scour Mitigation Project (4/5 vote required).

DISCUSSION / BACKGROUND

In August 2021, Department of Transportation (Transportation), Maintenance and Operations Division (Maintenance) identified a deficiency on Clear Creek Road, approximately 1.3 miles north of the intersection of Sly Park Road and Clear Creek Road.   The width of Clear Creek Road just above Sly Park Road is minimal, and at the location of the proposed project, Clear Creek runs immediately adjacent Clear Creek Road. A large ponderosa pine tree fell across Clear Creek and landed on Clear Creek Road, causing damage to the road that reduced the already minimal road width by up to one foot.  At this same location an existing rock formation on the opposite side of the road further reduces width.  Given that Clear Creek Road is an important alternate evacuation route for the Sierra Springs and Starkes Grade corridors, Transportation Maintenance and Engineering staff have determined that the minimal roadway width in this area must be increased.

 

After Transportation staff worked with staff from the El Dorado County Transportation Commission to secure the funding, the California State Transportation Commission programmed $458,614 of Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funding for use on the proposed project. The initial project cost estimate is as follows:

As Transportation progresses through the initial design phase, more refined cost estimates will be provided with subsequent updates to Transportation's Capital Improvement Program.

 

Budgeted appropriations in the Capital Improvement Program budget need to be increased in Professional Services by $458,614.  This is offset by an increase in Federal Revenue in the amount of $458,614 in the Capital Improvement Program budget.

 

ALTERNATIVES

The Board could choose not to approve the Project.  Staff would work with El Dorado County Transportation Commission to either return the funding to the Federal government or, if possible, transfer the funding to another project of the Board's choosing.

FINANCIAL IMPACT

The Project has been approved for $458,614 of CRRSAA funding that does not have any match funding requirements.  More refined cost estimates will be developed as project design moves forward.  Updated estimates including additional revenue sources (if necessary) will be provided in subsequent updates to the Capital Improvement Program.
