Fiscal Impact/Change to Net County Cost:
There is no fiscal impact associated with MHSA Agreement Modification B-1 which extends the term only. The State will provide a subsequent contract modification to incorporate the specific funding allocation for FY 2009-10.

Background:
In November 2004, California voters passed Proposition 63, now known as the Mental Health Services Act (MHSA). In January 2006, the Board approved submittal to the State of the Department’s three-year plan for MHSA Community Services and Support. This three-year plan was formally approved by the State on April 28, 2006, and El Dorado County was authorized to receive MHSA funding effective the first day of the month of approval (April 1, 2006).

On April 1, 2008 the Board approved the updated Agreement Number 07-77309-000 that extended the contract term to June 30, 2008 and provided reimbursement for spending related to MHSA implementation costs back to July 1, 2004, and adopted resolution 86-2008 with the intent of authorizing the Director to sign subsequent Agreement modifications that did not affect either the funding amount or term. The actual resolution that was signed by the Board Chairman did not include these limitations.

On June 3, 2008 the Board approved and authorized the Mental Health Director to sign Modification A-1 to the MHSA Agreement extending the contract term an additional year to June 30, 2009, allowing Mental Health to continue providing approved services and receive future funding.
