Fiscal Impact/Change to Net County Cost: There is no cost associated with this Risk Assessment Certification.

Background:
The California Department of Community Services and Development has offered Contract 09F-5110 in the amount of $175,375, for the term July 1, 2009 through September 30, 2010 for provision of Community Services Block Grant American Recovery and Reinvestment Act (CSBG ARRA) services. DHS presented this contract, as well as an amended El Dorado County CSBG ARRA Local Plan detailing how this funding will be used, for Board approval and execution on October 6, 2009 (item 10).

Reason for Recommendation:
The California Department of Community Services and Development (CSD) is responsible for administering U.S. Department of Health and Human Services (DHHS) Community Services Block Grant (CSBG) ARRA funding in California. Due to requirements associated with Federal Stimulus funding that are passed along by the Federal Government to the State of California, then to the local jurisdictions, time has been and continues to be critical in complying with requirements and preparing to expend this available revenue source.

CSD, as the Grantee and lead State of California agency, must submit a CSBG ARRA Risk Assessment to the U.S. DHHS by October 30, 2009 and has required that each local sub-recipient agency receiving CSBG ARRA funding submit a local certification by October 15, 2009.
