Sheriff’s Office recommending the Board approve and authorize the Sheriff to sign Amendment 1 to Grant Agreement C20L0611 with the State of California, Department of Parks and Recreation, Division of Boating and Waterways, to extend the Grant Agreement Performance Period through September 30, 2022.

DISCUSSION / BACKGROUND

The State of California Division of Boating and Waterways provides the Sheriff’s Office with an annual grant for an intervention program on the County’s lakes and waterways.  As an extension of that program, the State also offers equipment grants for items above and beyond the cost of the day-to-day operation of the boat patrol program.

 

The State awarded the Sheriff’s Office funding in FY 20/21 toward the purchase of a new boat that would allow for patrol in multiple bodies of water.  The goal was for the Sheriff’s Office to acquire a vessel that will be able to be utilized year-round in various bodies of water.

 

On November 17, 2020, Legistar # 20-1470, your Board approved and authorized the Sheriff to sign Grant Agreement C20L0611 in the amount of $100,000 for the performance period ending prior to September 30, 2021, for the purchase of a new patrol boat.

 

On March 9, 2021, Legistar #21-0316, your Board approved a budget transfer to increase appropriations and revenues in the Sheriff’s Office Grant budget by $118,000 for the purchase of this new boat.

 

On April 6, 2021, Legistar #21-0486, your Board approved and awarded Bid 21-120-027 to the low qualified bidder, Rogue Jet Boatworks, Inc. of White City, OR. 

 

Due to significant delays in manufacturing caused by the COVID19 pandemic, Rogue Jet Boatworks Inc., informed the Sheriff's Office that delays in production, shipments and unprecedented demand and material shortages of marine engines and trailer axels, would extend the process of building this new boat for approximately 12 months. Therefore, the Sheriff’s Office requested and received approval from the Division Boating and Waterways to extend the performance period from ending on September 30, 2021, to ending September 30, 2022.

FINANCIAL IMPACT

There is no impact to Net County Cost.  The State Division of Boating and Waterways will reimburse El Dorado County for 100% of the costs of the equipment, up to a maximum of $100,000.
