Health and Human Services Agency (HHSA) recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 139-2021 authorizing the HHSA Director to apply for and accept the California Department of Housing and Community Development’s (HCD) Transitional Housing Program (THP) Round 3 Allocation Award, in the estimated amount of $32,000, effective upon execution through June 30, 2024, to assist young adults in foster care, ages 18 to 25, secure and maintain housing;
2) Approve and authorize the HHSA Director to act on behalf of the County to sign the THP Allocation Acceptance Round 3 Form, which is required by HCD to accept this funding;
3) Authorize the HHSA Director to execute the resulting funding agreement for the THP award once it is issued to HHSA by HCD, contingent upon County Counsel and Risk Management approval; and
4) Authorize the HHSA Director, or designee, to execute and administer any subsequent administrative documents relating to said award, including required fiscal and programmatic reports.

DISCUSSION / BACKGROUND:
Pursuant to Item 2240-102-0001 of Section 2.00 of the Budget Act of 2021, (Chapter 69 of the Statutes of 2021) and Chapter 11.7 (commencing with Section 50807) of part 2 of Division 31 of the Health and Safety Code, the California Department of Housing and Community Development (HCD) shall allocate $8 million in funding to counties in order to provide support to young adults aged between 18 and 25 years to secure and maintain housing, with priority given to young adults in the foster care system. The County may use the funding to identify and assist with housing services for this population; assist this population to secure and maintain housing (with priority given to those in the state’s foster care or probation system); improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care; and provide engagement and outreach to those young adults with the most severe needs.
On October 1, 2021, the Health and Human Services Agency (HHSA) was offered the opportunity to accept Round 3 of the funding for HCD’s Transitional Housing Program (THP) as described above. The THP Allocation Acceptance form for Round 3 is being submitted to the Board for authorization for the HHSA Director to accept and execute, and if this funding and accompanying Resolution is accepted, it is due to HCD on November 12, 2021. The allocation methodology considers each county’s percentage of the total statewide weighted average of youth in Foster Care, and homeless unaccompanied young adults. Estimated allocation for THP is anticipated to be $32,000, however the final amount will be determined by the State.
HHSA is requesting that the Board delegate authority to execute this agreement to the Director of HHSA to ensure prompt execution. County Counsel and Risk Management reviewed and approved the Standard Agreement boilerplate as attached, which lists the funding agreement terms and conditions.
ALTERNATIVES:
Should the Board decline to approve this THP funding allocation, HHSA will not be awarded the funding to support young adults who have gone through the foster care system in securing and maintaining housing.

Boilerplate Agreement with terms and conditions of funding was approved by County Counsel and Risk Management. County Counsel approved the Resolution template.

Approve as recommended.
FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient revenue and appropriations were included in the Fiscal Year 2021-22 Budget.
