DISCUSSION / BACKGROUND:

Pursuant to Item 2240-102-0001 of Section 2.00 of the Budget Act of 2021, (Chapter 69 of the Statutes of 2021) and Chapter 11.7 (commencing with Section 50807) of part 2 of Division 31 of the Health and Safety Code, the Department of Housing and Community Development (HCD) shall allocate $5 million in funding to counties for the support of housing navigators to help young adults aged 18 years and up to 25 years secure and maintain housing, with priority given to young adults in the foster care system.  The County may use the funding to provide housing navigation services directly or through a contract with other housing assistance programs in the County.

 

On October 1, 2021, the Health and Human Services Agency (HHSA) was offered the opportunity to accept Round 2 of the funding for HCD’s Housing Navigation Program (HNP) as described above.  The HNP Allocation Acceptance form for Round 1 was signed by the HHSA Director via Resolution 056-2020 (File ID 20-0430, Item No. 16) passed and adopted by the Board on March 24, 2020.

 

The HNP Allocation Acceptance Form for Round 2 and is being submitted to the Board for authorization for the HHSA Director to execute this form, along with a request for the Board to adopt and sign Resolution XXX-2021, which is required by HCD in order for the County to accept the funding allocation. This additional Resolution authorizes the Director of HHSA to accept the funding for Round 2 of the HNP Allocation, due to be submitted to HCD by November 12, 2021.

 

The allocation methodology considers each county’s percentage of the total statewide weighted average of youth in Foster Care, and homeless unaccompanied young adults.  The estimated allocation for HNP is anticipated to be $26,855.  The final amount will be determined by the State.

 

HHSA is requesting that the Board delegate authority to execute the funding agreement to the Director of HHSA to ensure prompt execution. County Counsel and Risk Management reviewed and approved the Standard Agreement boilerplate as attached, which lists the funding agreement terms and conditions.

 

ALTERNATIVES:

Should the Board decline to approve this HNP funding allocation, HHSA will not be awarded the funding to support young adults who have gone through the foster care system in securing and maintaining housing.

Board Item 20-0430, Agenda No. 16 and Resolution 056-2020, adopted and approved by the BOS on 3/24/2020.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT:

The Standard Agreement Boilerplate Funding was approved by County Counsel and Risk Management. The Resolution was approved by County Counsel.

 

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Sufficient revenue and appropriations were included in the Fiscal Year 2021-22 Budget.
