FUNDING:   100% Federal: COVID-19 Enhancing Expansion Funding, under the Coronavirus and Relief Supplemental Appropriations Act, 2021.

DISCUSSION / BACKGROUND:

The World Health Organization declared COVID-19 a pandemic on March 11, 2020. Since that time, screening, vaccinating, case investigation and contact tracing have been key responses utilized by Public Health organizations to support slowing the transmission of the virus. As COVID-19 transmission remains a concern in the community, the Health and Human Services Agency (HHSA) has determined that it is necessary to ensure that these methods remain readily available to curb the spread of the disease.

  

This Agreement with Maxim Healthcare Staffing Services, Inc. (Maxim) will provide HHSA the means to increase the number of trained staff providing screening, testing, case investigation and contact tracing in the community, supplementing HHSA’s staff currently providing the services.  In addition, the Agreement allows HHSA to utilize Maxim staff in Temporary Evacuation Points, as well as congregate and non-congregate shelters, as necessary.  Lastly, the Agreement will provide additional nursing care for individuals that test positive for COVID-19, as applicable. Amendment III extends the term of the agreement by a year and half and increases the maximum obligation by $500,000.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be limited in its ability to provide screening, testing, vaccinations, investigation, and contact tracing for COVID-19, thereby limiting its ability to respond to community needs related to the spread of the disease.

County Counsel has reviewed and approved the amendment.

 

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  It is anticipated that these expenses will be paid with CARES Act funding and FEMA, initially, and FEMA and/or Public Health Realignment thereafter. If Public Health is allocated American Rescue Plan Act (ARPA) funding for coronavirus pandemic response, ARPA funding will be used for this agreement before realignment funding. To that end, sufficient appropriations were included in the Fiscal Year 2021-22 budget, and will be included in future budgets for the term of the Agreement.

1) Obtain signature of Chair on two (2) original Amendment III of Agreement for Services 5061.

2) Return one (1) fully executed Amendment to HHSA Contracts Unit at 3057 Briw Rd.
