DISCUSSION / BACKGROUND
A request has been submitted by Pavel Borisov and Antonina Borisov, a married couple as joint tenants, owners of Assessor's Parcel Number 120-670-004, requesting that the County of El Dorado, Board of Supervisors, vacate a Drainage easement located on said property. Subject easement is more particularly described in Exhibit A and depicted on Exhibit B of the attached Resolution. Said property is within the community of El Dorado Hills, Supervisorial District 1.

The Drainage easement, as shown on Lot 108 of Amended Plat of Ridgeview Village Estates Unit No. 3, recorded in Book J of Subdivisions at Page 94, was offered to the County of El Dorado by Ridgeview Homes West, LLC, A California Limited Liability Company on July 2, 2007. The easement was acknowledged by the County of El Dorado on August 28, 2007, and the Subdivision Map was recorded on August 29, 2007.

ALTERNATIVES
An alternative would be to not adopt the Resolution of Vacation for Abandonment of Easement 21-0004. By utilizing this alternative, the owners of Assessor's Parcels 120-670-004 would be unable to pursue any development that would impact the subject easement.

OTHER DEPARTMENT / AGENCY INVOLVEMENT
Department of Transportation has not used subject easement for the purpose for which it was dedicated and find no present or future need exists for said subject easement and do not object to its vacation, and to that end, has issued a letter to that effect.
