Fiscal Impact/Change to Net County Cost:
There is no Net County Cost associated with this item. Appropriations will be included in the department's budget for the term of the agreement. Funding will be provided from Traffic Impact fees, Developer Time and Material billings, grant funds and the Road Fund.
 
Background:
The Procurement and Contracts Division of the Chief Administrative Office conducted a Request for Qualifications (RFQ) process for the Department of Transportation (Department) in November of 2007 which included an outside reviewer. Sycamore Environmental Consultants, Inc., (Sycamore) was ranked as one of the top five consultant firms in the environmental services category.
 
The Department received concurrence in July, 2009, from the Procurement and Contracts Division of the Chief Administrative Office that a competitive selection process occurred and that the selection process has not expired. The outside reviewer concurs that Sycamore is qualified and able to perform the environmental review services. This Agreement is in compliance with Board of Supervisors Policy C-17, Section 7.5 and 7.10.
 
Reason for Recommendation:
The Department's Capital Improvement Projects (CIP) Program includes a variety of projects with a resultant range of environmental issues. The varied environmental issues associated with these projects require specialty skills not available within the Department. Having agreements in place with several environmental consulting firms for on call services provides the necessary availability and versatility to allow the Department to successfully handle the fluctuating workload.
 
Sycamore has substantial experience with other jurisdictions and government agencies, specifically in public scoping associated with complex capital projects. The Department has previously utilized Sycamore in support of the CIP Program and other County activities and has found them to be capable, very responsive and able to deliver exemplary environmental reviews.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Agreement and replied "We have no issue with this Contract."
 
The department recommends the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications.
 
Action to be taken following Board approval:
1) The Board Clerk will have the Chairman sign two (2) originals of Agreement for Services #AGMT 09-52745 with Sycamore Environmental Consultants, Inc.
2) The Board Clerk will forward one (1) original fully-executed Agreement to the Department for further processing.
