Fiscal Impact/Change to Net County Cost:
Grant funding in the amount of $73,254 from the United States Department of Agriculture (USDA) Forest Service. There is no net cost to the County General Fund associated with this agenda item.
Background:
On July 1, 2009, the County of El Dorado (County) submitted a grant proposal to the United States Department of Agriculture (USDA) Forest Service under the Southern Nevada Public Land Management Act (SNPLMA) Round 9 Tahoe Science Program to fund an Urban Stormwater Perlite filtration study (Study). The Study will be conducted in the Montgomery Estates subdivision. The main goal of this Study is to evaluate this new media type within our current sediment capturing storm water Best Management Practice (BMP) devices with respect to meeting the current water quality limits set in the County’s National Pollutant Discharge Elimination System (NPDES) permit and under the Tahoe Regional Planning Agencies' water quality Basin Plan requirements.
On August 17, 2009, the USDA Forest Service awarded the County $73,254. The funds require a limited programmatic match, which the County will attain via in-kind maintenance work performed by the County Maintenance Division under the NPDES program funding (JN 99230) in the amount of $14,651.
The Study location is also part of the Transportation Department - Tahoe Engineering Unit’s Erosion Control Projects in this area, which are currently in various planning and design phases and are funded under previously awarded SNPLMA Round 6-9 funds.
Reason for Recommendation:
With the combination of existing Erosion Control funds and Science funds the County will be able to install several treatment devices within select Montgomery Estates watersheds and further demonstrate our abilities to comply with the NPDES program for treatment of fine sediment with minimal County Maintenance cost implications. This Study should provide enough data (treatment expectations, material costs, and operations and maintenance costs, etc.) for future treatment alternatives within the urban areas of the Tahoe Basin. These alternatives will most likely have a small cost to large benefit ratio to the County related to NPDES permit and TRPA Basin Plan compliance. Therefore, from this Study the County should be able to expand the current BMP Toolbox categories with better cost effective tools with low operation and maintenance effort and cost expectations.
Delegation of signature is requested for the Director of Transportation to facilitate processing of the Agreements and any future amendments that do not change the dollar amount of the Agreements subject to review and approval by County Counsel.
Action to be taken by the Department following Board approval:
1) Authorize the Director of the Department of Transportation to sign the two (2) originals of the grant agreement and any future amendments.
2) The Department will forward originals to the United States Department of Agriculture (USDA) Forest Service for full execution.
