DISCUSSION / BACKGROUND

Since July of 2015, J. Wyatt Consulting (J. Wyatt) has provided consulting services for the Community Corrections Partnership (CCP). Current agreement #2998 with J. Wyatt, as approved by the Board (7/17/18 18-0872 #25) and as amended on July 13, 2021 (21-1020 #15); expired September 13, 2021, with a not to exceed amount of $430,302.07.

Per the CCP budget adopted by the CCP Executive Committee (4/7/21 21-0561), and subsequently accepted by the Board (5/18/21 21-0575 #28), services by an outside consultant will be replaced by a County Administrative Analyst in Fiscal Year 2021/22.

The Probation Department (Probation) wishes to amend J. Wyatt’s agreement through November 30, 2021 and increase the not to exceed amount by $30,000, to $460,302.07.

This Amendment II to Agreement 2998 is going to the Board retroactively due to reorganizing Probation’s department reporting structure (realignment of adult and juvenile operations from South Lake Tahoe to the west slope, consolidating detention services, and staffing of the Operations Support Division) as well as recent recruitment and subsequent hiring for Probation’s Administrative Analyst Supervisor (AAS) position. It was necessary to hire the AAS prior to recruiting for the County Administrative Analyst position which will be needed to take over the job duties of J. Wyatt’s contracted position.
