DISCUSSION / BACKGROUND

Dr. Kevin Gilmartin of E-S Press Inc., is a former law enforcement professional who provides training around the world on how to identify and prevent the deterioration process that occurs when idealistic and committed law enforcement officers/employees  are transformed into cynical, angry individuals who begin having difficulties in both the personal and professional aspects of their lives due to the nature of their work. This training is critical to the health and emotional wellbeing of employees who daily experience high levels of stress and conflict in their chosen profession.

 

Management at the Sheriff’s Office is aware of the dangerous impact of the law enforcement career on employees and is committed to ensuring the well being of its staff by proactively providing electronic wellness applications, training and counseling to promote mental wellness in the office. To that end, this contract with E-S Press Inc. was sought and the training was provided this past October.

 

The retroactive nature of this contract is due to an administrative delay on the part of Procurement and Contracts Department where additional language was required to be inserted into the contract after the agreement was signed off on by County Counsel. 

 

ALTERNATIVES

None.  Training was already provided, and the consultant needs to be reimbursed.

No Change to Net County Cost.  The expenses are budgeted in the Sheriff’s annual operating budget.
