DISCUSSION/BACKGROUND

This second workshop is being presented at the request of the Board of Supervisors, with the first workshop being held on September 28, 2021 (Item 25, Legistar 21-1331).

At the September 28, 2021 workshop, the Board identified the following items for the Department of Transportation to bring back with additional information:

 

1) Examples of Level of Service (LOS) volume thresholds for roads of interest

2) Growth factor review

3) Twenty-year horizon for TIF Program

4) Development Agreements - when they are appropriate and how they are incorporated into a project and the CIP/TIF Program

5) Affordable housing discussion

6) Translate growth tables into maps

7) Bonds for projects

8) Other revenue sources for CIP projects

9) How safety projects are defined

10) How Measure E is addressed in development projects

PRIOR BOARD ACTION

On December 8, 2020, the Board adopted the Major Update to the TIF Program (Item 39, Legistar 20-1585).  The Board adopted the 2021 CIP on June 8, 2021 (Item 54, Legistar 21-0624).

FINANCIAL IMPACT

STRATEGIC PLAN COMPONENT

TIF Program funding is a major funding source for the CIP, which is a vital part of the Infrastructure component of the County Strategic Plan.  Adequate infrastructure is necessary for the Economic Development component and is a requirement of the County General Plan.  Safe roads are a crucial factor in the Public Safety component of the County Strategic Plan.
