Human Resources Department, Risk Management Division, recommending Ron Grassi, El Dorado County Assistant Chief Administrative Officer, be appointed to serve as the Primary Member to the California State Association of Counties (CSAC) Excess Insurance Authority (EIA) and Allyn Bulzomi, Director of Human Resources, be appointed to serve as the Alternate Member.

Reason for Recommendation: The County is a member of CSAC-EIA and participates in its purchasing pool for a number of exposure coverages including, but not limited to, general liability, workers' compensation, property, medical malpractice insurance. The County's agreement with CSAC-EIA requires the appointment of a Primary and Alternate Member from each County member organization. Larry Costello, Sr. Risk Management Analyst, who has resigned, was the Primary board member and Ron Grassi, El Dorado County Assistant CAO was the Alternate. Mr. Costello's resignation creates a representative vacancy to the Authority.
It is to the County's advantage to appoint County personnel who will actively participate in the CSAC-EIA program. Ron Grassi, who has served as the County's Alternate member and served as the Primary Member in his previous position as HR Director/Risk Manager with Imperial County, is an appropriate Primary Member for the County. Allyn Bulzomi, as the Director of Human Resources, Risk Management is an appropriate Alternate. In the event the Primary board member cannot attend a CSAC-EIA board meeting, the alternate needs to attend in the Primary board member's stead or the County is unrepresented.
Action to be taken following Board approval: Human Resources-Risk Management will forward a copy of the minute order approving Primary and Alternate board member appointments to CSAC-EIA.
