Fiscal Impact/Change to Net County Cost: Assists in achieving Department of Veteran Affairs Tier 3 reductions.

Background: Rod Barton, the Veterans Service Officer and Director of Veterans Affairs will retire effective November 11, 2009 after more than 31 years of service to the County and its veterans. As part of a plan to ensure continuity of service within the Department during this transitional period and achieve necessary budget savings, the Chief Administrative Office has recommended that the Board temporarily assign director level oversight and responsibility for the Department to Recorder-Clerk Bill Schultz.

Reason for Recommendation: The California Military and Veterans Code requires that the County appoint a Veterans Service Officer in order to retain state subvention funds for veteran services. While Bill Schultz will exercise director level authority over the Department, it is recommended that the classification specification of the Veterans Service Officer be amended to more accurately reflect the duties and responsibility of the Veterans Service Officer during this transitional period. Consequently, the salary schedule will be amended and bargaining unit reassigned to reflect this change.

Description of Attachments:
