Title

Department of Transportation recommending the Board adopt and authorize the Chair to sign Resolutions authorizing the submittal of a Parks and Water Bond Act of 2018 (Prop 68) for the following grant program applications to the State of California, Department of Parks and Recreation:

1) Resolution 008-2022 for El Dorado Trail/Missouri Flat Road Pedestrian Overcrossing, Capital Improvement Program (CIP) 97015/36109002, for the Rural Recreation and Tourism Program Grant Funds; and

2) Resolution 009-2022 for Depot Park Multigenerational Exercise Circuit and Parking Lot for the Regional Park Program Grant Funds.

 

FUNDING:  Prop 68 for initial construction expenditures and General Fund for ongoing maintenance and repair/replacement expenditures.

DISCUSSION / BACKGROUND

California Department of Parks and Recreation Office of Grants and Local Services (OGALS) is administering a Prop 68 Grant Program and they provide funding for the Rural Recreation and Tourism Program (RRT) and the Regional Park Program (RPP). The intent of the RRT is to create new recreation features in support of economic, tourism, and health related goals. The intent of the RPP is to create, expand, and improve regional parks in communities in California. Grant funding in the amount of $46.25 million is available and is open now for applications.

 

The OGALS grant application procedures require an applicant’s governing body to declare by resolution that the applicant is authorized to apply for grant funds and authorizes the Director of Transportation to execute all grant documents including, but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project(s). The Department of Transportation (Transportation) will obtain Board approval for the acceptance of all grant programs pursuant to Board Policy A-6. Should the grant applications be successful and the projects are constructed, Transportation will work with the Chief Administrative Office’s Facilities Division regarding the extended operation and maintenance of these projects. Transportation is also working with the Parks Division regarding deed restrictions for the properties included in these grant applications.

 

ALTERNATIVES

Should the Board not approve this item, Transportation will not be able to apply for Prop 68 grant funding to create new recreational opportunities within the County.

 

PRIOR BOARD ACTION

On February 9, 2021, Item 22, Legistar 21-0102, the Board approved Transportation to apply for similar grants under Prop 68 Round 4 Statewide Park Program Funds. On December 10, 2021, Transportation received letters indicating that those grant applications were not successful.

FINANCIAL IMPACT

There is no direct financial impact associated with this agenda item. No matching contributions are required for the following projects due to these projects being located in a disadvantaged community.

 

The costs for the El Dorado Trail/Missouri Flat Road Pedestrian Overcrossing Project are captured in the current CIP and are as follows:

 

                     Design is complete

                     Estimated Construction Costs: $5.5M

                     Grant Maximum Requested Funds: $3.0M

                     Proposed County Funds (EDCTC RSTP & STBGP): $2.5M

                     No Match Funds Required

                     Estimated Annual Maintenance Costs: $4,000

The Exercise Circuit is a new project located near the Old Depot Bike Park. The new parking lot is an existing project associated with the Diamond Springs Parkway Project and will provide parking spaces for the El Dorado Trail, Old Depot Bike Park, and the new proposed Exercise Circuit. The Right of Way for the parking lot and Exercise Circuit is remnant property from the Diamond Springs Parkway Project. If the grant for the Exercise Circuit is awarded, the costs will be added to Transportation's Fiscal Year 2021-22 budget, CIP, and are as follows:

 

                     Estimated Total Costs: $3.3M

                     Grant Requested Funds: $3.0M

                     No Match Funds Required

                     Parking Lot financed with Master Circulation and Funding Plan and Traffic Impact Fees - Zone B Local Funds: $300K

                     Estimated Annual Maintenance Costs: $4,000

 

The County will be responsible for ongoing maintenance of these projects and a 30-year commitment is required. If major repairs/maintenance are required, such as asphalt replacement, etc., the amounts noted above will increase. It is anticipated these additional maintenance costs would be added into the Facilities budget, funded by the General Fund. If the grant(s) are awarded, staff will return to the Board for approval and with estimates on operating impacts, including a staffing analysis.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board will obtain the Chair's signature on two (2) original Resolutions.

2) Clerk of the Board will forward one (1) copy of each Resolution to Department of Transportation, Fairlane Engineering, attention Matt Smeltzer.
