DISCUSSION / BACKGROUND

Late in the day on Thursday, December 30, 2021, PG&E reached out to the County with an offer to open a community resource center (CRC) at Pioneer Park to aid County residents who had been without power for several days.  PG&E wished to open the center on the following day, December 31, 2021.  In recognition of the immediate need for the community, the Chief Administrative Officer signed the agreement as there was not sufficient time to get the agreement to the Board of Supervisors for approval.  The Chief Administrative Officer did notify the Board during the January 4, 2022 board meeting that he had signed this agreement and would be returning to the Board on January 25, 2022 requesting ratification of his signature.

 

PG&E has reached out to the County with the desire to partner in connection with emergency or hazardous events such as the recent storms and prolonged power outages. The attached license agreement allows PG&E use of the community building located at Pioneer Park to establish an indoor community resource center (CRC) in the case of an emergency or hazardous event.  PG&E will contact the County prior to using this site to confirm availability.  PG&E will provide the County with $250 a day which should cover fuel for the generator located at Pioneer Park.  The term of the agreements is for approximately ten years from December 30, 2021 thru December 31, 2031. 

 

The Department is recommending that the Board find that this license agreement is in the public interest due to the valuable service offered to the public in the event of an emergency or hazardous event and that the agreement will not substantially conflict with the County's use of the property. 

 

ALTERNATIVES

The Board could not approve the agreement and PG&E would be unable to open a CRC in the event of an emergency or hazardous event at this site.

FINANCIAL IMPACT
