Title

DISCUSSION / BACKGROUND

In August 2021, the Board authorized the Chair to sign a letter of support for the El Dorado County Resource Conservation District to apply on behalf of El Dorado County for the 2021 CFSC Coordinators Grant Project, which aims to educate, encourage, and develop countywide collaboration and coordination among various wildfire mitigation groups operating within counties containing State Responsibility Area (SRA) lands. 

 

The RCD advises and assists landowners and public agencies in planning and implementation of conservation practices for the protection, restoration, or development of land, water, and related natural resources. In El Dorado County, the RCD has demonstrated the ability to leverage resources and has a proven record of collaboration and successful project implementation.  On November 15, 2021, the County was awarded this Grant funding and the funder confirmed that the County could subcontract with the RCD to perform the work on behalf of the County.  While the RCD will be the employer of record for the coordinator, this position will work closely with the Wildfire Resiliency and Vegetation Management Working Group that was established by the Board of Supervisors. We were notified of the grant award on November 4, 2021, for the grant period starting November 15, 2021; however, all funding received under the grant will be for services provided after the Board and the RCD execute the agreement and the RCD hires the coordinator.

 

ALTERNATIVES

Should the Board decline to accept the funding and/or authorize the Chief Administrative Officer to execute the agreement with RCD, the County would be ineligible or unable to participate in the project.

FINANCIAL IMPACT

There is no change to Net County Cost as this is a grant-funded project. There are sufficient appropriations to cover the cost of this agreement for the remainder of Fiscal Year 2021-22.
