DISCUSSION / BACKGROUND

On January 4, 2022, the Board adopted Resolution 013-2022 ratifying the local state of emergency proclamation declared by the Director of Emergency Services due to the effects of severe storms throughout Northern California in December 2021, significantly impacting El Dorado County with high winds, heavy snow, and substantial precipitation, which resulted in widespread power outages and damage to the electrical grid in several counties in Northern California, including El Dorado County.

 

On January 5, 2022, Pacific Gas and Electric Company (PG&E) contacted El Dorado County Airports staff to request permission to utilize approximately 32,315 square feet of ramp space to establish a staging area to support the command, control, and coordination of PG&E’s emergency response, including the staging of vehicles, equipment, supplies, and materials used in connection with electric and gas utility operations, and the temporary storage of used, treated wood poles.

 

PG&E will reimburse the County for the use of the ramp space at the Commercial Undeveloped Land Lease - per square foot per month fee on the Board-approved Airport fee schedule; the rate is $0.164.  The fee will be prorated for the number of days that PG&E actually utilizes the space.  PG&E has requested that, due to the lack of appropriate space for their staging needs in the foothills, they be approved to extend the Agreement for some additional days, if needed, to allow them to continue to utilize the space while they are performing services in Placer County, as well as El Dorado County.  PG&E will also reimburse El Dorado County for costs associated with PG&E’s usage of water and sanitation.  PG&E brought in portable toilets, but there will still be some use of the restrooms at the Airport.

 

ALTERNATIVES

The Board may decline to approve the License Agreement for Staging Area, resulting in no income to the County for the use of the ramp area and other facilities at the Georgetown Airport.

FINANCIAL IMPACT

Approval of this License Agreement for Staging Area will provide income of approximately $5,000 to the County from PG&E for the use of the ramp area, plus reimbursement of costs for water and sanitation.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the License Agreement for Staging Area.

2) The Clerk of the Board will return one (1) original of the License Agreement for Staging Area to the Planning and Building Department, to the attention of Sherrie Busby, for further processing.
