Title

Chief Administrative Office recommending the Board:

1) Approve and authorize the Chair to sign a budget transfer in the amount of $112,373, transferring funds from General Fund contingency to Non-Departmental Expenses (4/5 vote required); and

2) Make a finding that a public benefit is derived from supporting the Winter Lodging Program which will serve to house vulnerable citizens and preserve life; and                                                            

3) Authorize the Chief Administrative Officer to execute the attached funding agreement in the amount of $112,373 with the El Dorado Community Foundation, as the fiscal agent for Housing El Dorado, to support the Winter Lodging Program through March 31, 2022, as directed by the Board of Supervisors on January 25, 2022.

DISCUSSION / BACKGROUND

On January 11, 2022, the Placerville City Council approved a temporary use permit allowing Housing El Dorado to utilize the building at 535 Main Street in Placerville three nights a week through March 2022.

 

Subsequently, on January 25, 2022, the Board of Supervisors voted to:

1) Allocate up to $115,000 for The Winter Lodging Program with Housing El Dorado to provide one-time funding support for the Nomadic Shelter, with the finding that such funding will provide a public benefit by housing vulnerable citizens and preserving life; 

2) Direct staff to work with the El Dorado Food Bank to see if they can supply any needed items, thereby reducing General Fund impact; and

3) Direct staff to return on February 8, 2022, with a budget transfer from General Fund Contingency along with a Funding Agreement with El Dorado Community Foundation as the fiscal agent for Housing El Dorado for Board approval.

 

Since the Board's direction, and based on discussions with Housing El Dorado, it was determined that $112,373 was needed to support these efforts through March 31, 2022.  Pursuant to the funding agreement, the Community Foundation is required to provide a statement, in reasonable detail, regarding the disposition of funds and shall return any unused funds. If any of the advanced funds have not been used for the purposes identified in the agreement, all funds shall be returned to the County within sixty days following the County's request for repayment.

 

ALTERNATIVES

The Board could choose not to approve this recommendation, which would result in funds not being provided to the Community Foundation in support of Housing El Dorado.
