Fiscal Impact/Change to Net County Cost:
No change to net County cost. OTP and SATTA funding, along with mandatory County match, have all been allocated in the Departments FY 2009-10 budget.

Background: The County of El Dorado receives funding from the California Department of Alcohol and Drug Programs in support of the Offender Treatment Program in our County. OTP funds are used to:
1. Continue residential treatment for those offenders assessed to be in need of residential services;
2. Provide structured relapse prevention services for sentenced offenders who complete treatment; and
3. Support the El Dorado County drug court model, including dedicated court calendars with regularly scheduled reviews of treatment progress, and strong collaboration among the courts, Probation, and treatment service providers.

Retroactive Term:
The Offender Treatment Program was established as an enhancement to the Proposition 36 Drug and Alcohol Treatment Program. OTP services are considered entitlements for eligible clients and must be provided upon client request or by court order. Although a proposed FY 2009-10 Agreement with Progress House for OTP services was originally approved by County Counsel in May 2009, further processing of the Agreement was discontinued due to significant budgetary uncert...
