Title

Department of Transportation recommending the Board adopt and authorize the Chair to sign the following: 

1) Resolution 035-2022 amending a speed restriction on Saratoga Way;

2) Resolution 036-2022 amending a speed restriction on Ponderosa Way; and

3) Resolution 037-2022 adding a parking restriction on Bayne Road.

DISCUSSION / BACKGROUND

Department of Transportation, Maintenance and Operations Division (Transportation) conducted two speed surveys and one no parking survey.

 

1.  SARATOGA WAY

The first survey conducted addressed speed restrictions on Saratoga Way from Sacramento County line easterly to El Dorado Hills Boulevard.  The survey was initiated due to the County of El Dorado accepting the newly constructed segment of Saratoga Way into the County Maintained Mileage System.  In the survey, Saratoga Way was split into two segments.  Segment one started at the Sacramento County line and extended to Finders Way.  Segment two contains the existing speed zone of forty-five (45) miles per hour (mph) from Finders Way easterly to El Dorado Hills Boulevard, sanctioned by Resolution No. 091-2021.  The survey showed the 85th percentile speeds of fifty-one (51) mph for both segments, which justifies a radar-enforced fifty (50) mph speed zone that is in accordance with the California Manual on Uniform Traffic Control Devices (CAMUTCD).  However, due to moderate grades, curvilinear alignment, limited sight distance, and observed number of pedestrian and bicyclists, it was recommended the need for a further reduction to five (5) mph to a forty-five (45) mph speed zone.

 

Based on California Vehicle Code, Section 22358, which allows local authorities to establish speed limits based on an "Engineering and Traffic Survey," the West Slope Traffic Advisory Committee held a meeting on December 16, 2021, and voted unanimously to establish a forty-five (45) mph speed restriction on Saratoga Way from Sacramento County line easterly to El Dorado Hills Boulevard.  The following is the final recommendation approved by the West Slope Traffic Advisory Committee:

Add:

"(gj) Saratoga Way (No. 217) forty five (45) miles per hour from the Sacramento County Line easterly to El Dorado Hills Boulevard.  (No. 219)."

 

2.  PONDEROSA ROAD

The second survey conducted addressed speed restrictions on Ponderosa Road from North Shingle Road to Green Valley Road.  The survey was initiated due to the County of El Dorado following an established practice of conducting engineering and traffic survey updates every five (5) years or less to ensure radar-enforced speed zones are based on recent data.  In the survey, Ponderosa Road was split into three segments.  Segment one started at North Shingle Road and extended to a point 475 feet south of Mineshaft Lane with an existing speed limit of forty (40) mph sanctioned by Resolution No. 051-2010.  Segment two contains an existing speed zone of thirty (30) mph from 475 feet south of Mineshaft Lane to one hundred (100) feet north of Jackpine Road, sanctioned by Resolution No. 051-2010.  Segment three also contains an existing speed zone of forty (40) mph from Jackpine Road to Green Valley Road, sanctioned by Resolution No. 234-2007.  Data indicates that all three speed zones on Ponderosa Road are recommended for no change in posted speed limit.  The newly measured values of the 85th percentile and the ten (10) mph pace are still within the parameters of the existing speed limit.  Additionally, staff found a speed zone length error between segment two and segment three, which has been in existence prior to 2010.  Staff recommended the clean-up of the one hundred (100) foot discrepancy by changing the limits of segment three to start at a point one hundred (100) feet north of Jackpine Road and extend to Green Valley Road.

 

Based on California Vehicle Code, Section 22358, which allows local authorities to establish speed limits based on an "Engineering and Traffic Survey," the West Slope Traffic Advisory Committee held a meeting on December 16, 2021, and voted unanimously to retain the existing speed zones on Ponderosa Road and amend the existing speed zone length to account for the one hundred (100) foot discrepancy.  The following is the final recommendation approved by the West Slope Traffic Advisory Committee:

Add:

"(fo) Ponderosa Road (No. 5) Forty (40) miles per hour from a point 100 feet north of Jackpine Road (No. 1090) to Green Valley Road (No. 2)."

 

3.  BAYNE ROAD

The third survey conducted was to address parking concerns on Bayne Road.  The study was initiated in response to a resident request on behalf of the residents of Bayne Road.  The request was brought to the attention of Transportation on April 17, 2020.  The resident expressed concern with vehicles parking on both sides of Bayne Road, in private driveways and turnouts along the roadway, causing congestion and sight distance issues on the already narrow Bayne Road.  Transportation received additional telephone calls and emails from residents of Bayne Road, including a "No Parking" petition submitted on March 29, 2021.

 

The Bayne Road "No Parking" request was heard as an open discussion item at the May 19, 2021, Traffic Advisory Committee meeting, which resulted in direction to conduct an Engineering and Traffic Study.  Jim Hunnicutt and Darryl Brown made numerous site visits to observe and document parking conditions between March 4, 2021, and April 3, 2021.  Vehicles were seen parking along Bayne Road, damaging the asphalt concrete edge, parking on private property, and parking in tall grass, creating a fire hazard.

 

Based on California Vehicle Code, Section 22500, which allows local authorities to establish stopping, standing or parking restrictions on County roadways, the West Slope Traffic Advisory Committee held a meeting on December 16, 2021, and voted unanimously to establish a parking prohibited zone on Bayne Road starting at River Road and continuing east for 1,320 feet.  The following is the final recommendation approved by the West Slope Traffic Advisory Committee:

 

Add:

"(eh) "NO PARKING" on both sides of Bayne Road (No. 55) beginning at River Road (MP 4.15 and continuing east for 1,320 feet (MP 3.90) ."

 

ALTERNATIVES

The Board could choose not to agree with the West Slope Traffic Advisory Committee's decision and leave the current speed restrictions on Ponderosa Road and Saratoga Way, as well as not implement new parking restrictions on Bayne Road.

FINANCIAL IMPACT

Installation of No Parking signs on Bayne Road beginning at River Road and continuing east on both sides for 1,320 feet is estimated at $8,000. Staff time to update speed restrictions on Ponderosa Road and Saratoga Way is estimated at $200 per road for a total of $400. Funding to complete the work is included in the Fiscal Year 2021-22 recommended budget.
