Background:
On March 3, 2009 the Board authorized the purchase of a 2010 International 3-axle heavy hauler tractor in the amount of $114,580.54 from Riverview International. Subsequently on May 12, 2009 the Board approved an increase in the purchase order amount to accommodate a sales tax correction for a total approved amount of $115,666.39.
The Board also approved, on March 3, 2009, a funding agreement with Sacramento Area Council of Governments (SACOG) and the Sacramento Metropolitan Air Quality Management District (SMAQMD) which provided SECAT funding in the amount of $50,358 to assist with the purchase of the tractor. The funding agreement allowed for the issuance of a two party check to be issued in the name of El Dorado County and Riverview International.
Reason for Recommendation:
The County took possession of the tractor in October 2009 and made payment in the amount of $65,308.39 to Riverview leaving a remaining balance of $50,358 payable to the vendor. County of Sacramento issued a two party check No.1100892131 in the amount of $50,358 payable to El Dorado County Department of Transportation and Riverview International per the terms of the funding agreement. In order for Riverview to cash the two party check in the amount of $50,358, representing the remaining balance owed them by the County, the check requires an endorsement by El Dorado County.
