There is no fiscal impact and no change to Net County Cost associated with this item.

Background:
The Board approved Agreement # AGMT 05-853 on July 12, 2005 for on-call professional and technical services to perform various environmental review services in support of the County's Capital Improvement (CIP) Program and generally in support of other County activities as required. A Request for Qualifications (RFQ) was released in February 2005. Proposals from fourteen environmental firms were screened and interviewed. After a thorough evaluation and scoring by DOT staff and a member of the Planning Department as an outside agency, ESP was one of three environmental firms to be chosen.

Reason for Recommendation:
ESP is providing environmental support to several ongoing CIP projects and planned to complete all task orders associated with Agreement # AGMT 05-853 by November 30, 2009. ESP provided the Department of Transportation (DOT) with their products in a timely manner however DOT staff was unable to provide comments back to ESP within the term of the agreement, therefore, ESP has been unable to finalize the documents and complete Task Order 05-853-14 for the Saratoga Way Extension Project and Task Order 05-853-26 for the Headington Road Extension Project.
