Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with Mental Health Management I, Inc., doing business as Canyon Manor, for the provision of Mental Health Rehabilitation Center services, provided under Agreement 6253 because “(B) “Specialty skills and qualifications not expressly identified in classifications are involved in the performance of the work;”
2) Approve and authorize the Chair to sign Agreement for Services 6253 with Mental Health Management I, Inc., doing business as Canyon Manor, with a not-to-exceed amount of $540,000, for a term of 3 years from July 1, 2022 through June 30, 2025; and
3) Authorize the HHSA Director, or designee, to execute further documents relating to Agreement 6253, contingent upon approval by County Counsel and Risk Management, including amendments which do not increase the maximum dollar amount or term of the Agreement.
FUNDING: 100% State Mental Health Realignment.

DISCUSSION / BACKGROUND:
The Health and Human Services Agency (HHSA) contracts with the State as the Mental Health Plan for the County via Agreement 3190, approved by the Board on August 14, 2018. As such, HHSA contracts with long-term residential treatment facilities and psychiatric facilities to ensure availability of services on an “as requested” basis, in accordance with Title 9, California Code of Regulations (CCR), Title 22 CCR, and California Welfare and Institutions Code, Division 5.
Mental Health Management I, Inc., doing business as Canyon Manor (Canyon Manor), is licensed by the State of California as a Mental Health Rehabilitation Center (MHRC) and is able to provide intensive psychiatric and rehabilitation services to adults with serious mental health disorders. The MHRC services are designed to assist eligible clients in the development of skills to become self-sufficient and move toward increasing levels of independent functioning with the goal of community reintegration. The proposed Agreement 6253 with Canyon Manor is a renewal of Agreement 3804 approved by the Board on June 4, 2019, Amendment 1 approved by the Board on June 9, 2020, and Amendment 2 approved by the Purchasing Agent on June 21, 2021. The proposed Agreement would ensure continuation of necessary MHRC services to eligible County Clients without any service interruption.
In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed for Agreement 6253 with Canyon Manor.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would continue to provide services through existing contracts; however, clients currently receiving services from Canyon Manor may experience an interruption of necessary services during their transition to a new provider.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year 2022-23 budget request, and will be included in future budget requests for the term of the Agreement.
