DISCUSSION / BACKGROUND

 

In 2019, El Dorado County completed an assessment of the County’s Video Surveillance Systems for the purpose of consolidating, standardizing, improving upon the support and to comply with State retention regulations as it relates to video storage. The analysis identified one hundred sixty eight (168) cameras of various makes and models, operating at fifteen (15) County-wide locations, a variety of Camera manufacturers and Video Management vendors with the goal to improve video coverage, standardization of the camera manufacturer and storage, compliance with Government Code 26206.8, centralization of support and drive down cost of the camera by volume purchase discounts.  Selecting a single vendor will provide the county with a single view of all areas under surveillance, provide the capability to integrate with Local Law Enforcement, simplify the support, and drive down overall cost of the solution.  Since January 2019 to present, there have been 45 reported incidents of Theft or Vandalism within the Government Center in Placerville. Strategic placement of the surveillance cameras will deter crime and integrating with local law enforcement will significantly reduce the crime.

 

On June 22, 2021, the Board approved IT’s request to utilize SSI’s Verkada camera agreement.  Pricing is in accordance with the State of California’s CMAS (California Multiple Award Schedules) Agreement 3-19-00-0523A which is based on the competitively awarded PEPPM (Pennsylvania Education Purchasing Program for Microcomputers) California contract #528899 for the acquisition of Verkada Cameras. The standard or minimum discount for PEPPM is 10% off the Manufacturers List Price; however, SSI in partnership with Verkada is offering a 30% discount off of the Manufacturers List Price.  At the time of Board approval, it was also identified that other County departments will be upgrading their building security systems using the SSI Verkada agreement.

 

The District Attorney’s CCTV (Closed-Circuit Television) video system is mostly comprised of outdated equipment that is at end of life.  The system is running Windows 7 and there is no update path available by the current vendor.  Windows 7 is no longer supported by Microsoft, the vendor, or Central IT.  Agreement 6393 will allow for the installation of (18) Verkada Outdoor Dome cameras and (5) Verkada Indoor cameras at the District Attorney’s Office main location, 778 Pacific Street in Placerville, California.  Associated software licenses will be purchased under a 10-year term. The agreement includes an initial down payment at the time of execution and final payment at the time of project completion. The goal of this security upgrade is to improve video coverage of the District Attorney's Office and decrease overall costs.

 

ALTERNATIVES

The Board can opt to not approve, which the county would continue to experience theft and vandalism with no recourse of action. In addition, there will not be standardization for both cameras and video storage, making the supportability of the solutions unmanageable.

 

PRIOR BOARD ACTION

Legistar Item 21-0683, June 22, 2021 - Board approved and authorized the Purchasing Agent to sign Agreement 5703 for camera system installation and licensing with Surveillance Systems Incorporated in the amount of $178,116.25 for multiple County building locations.

FINANCIAL IMPACT

The total of cost of the security upgrade project for the District Attorney’s Office is $103,487.31 and will be funded with anticipated salary and benefits savings in Fiscal Year 2021/22. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Upon approval, Clerk of the Board to obtain the Board Chair’s signature on two copies of Agreement 6393 with SSI and return one certified copy to the Chief Administrative Office, Central Fiscal Unit, Attention: Justene Cline.
