DISCUSSION / BACKGROUND
The Department has a trapping contract with CDFA to trap and record data for pest detection in El Dorado County for FY 2020-21 and 2021-22. The contract is for early detection of exotic pest using insect traps. The trapping includes: Gypsy moth trapping, Exotic Fruit Fly trapping, and Japanese beetle trapping conducted within El Dorado County. Property types are various (residential, agriculture, mixed use, undeveloped) and have host plants on or near them. Through updated technology, CDFA has changed the reporting for the trapping routes to include direct data conversion, and has updated the agreement with the County accordingly. As a result, CDFA is also funding the Agriculture Department with one-time funding for the purchase of five tablets and personnel training hours.

On October 21, 2008, the Board authorized the Agricultural Commissioner to execute standard revenue-generating boilerplate agreements with the CDFA and the California Department of Pesticide Regulation on behalf of the County to ensure that Agreements are in place as soon as possible for these state mandated programs. The Agricultural Commissioner executed the new agreement on March 4, 2022.

ALTERNATIVES
The Board could not approve this action and the department would not be able to report pest detection in the most efficient manner used by other counties in the state.
