1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and

2) Authorize advertisement for construction bids.

DISCUSSION / BACKGROUND

The Missouri Flat Road Phase 1 - Class I Trail Connection Project (Project) will construct 188 linear feet of Class I bike path, including grading and paving, concrete retaining wall, curb, gutter, sidewalk, striping, and rock ditch improvements, which will create a permanent trail access to the El Dorado Trail at Missouri Flat Road to the Town of El Dorado trail section.

 

This trail access was originally designed to be constructed with the El Dorado Trail - Missouri Flat Road Bike/Pedestrian Overcrossing Project, Capital Improvement Program number 36109002. At the recent CIP Workshop on March 8, 2022 (Legistar Item #22-0284) the Board approved the addition of this project to the 2022 CIP. The project will improve access to the El Dorado Trail from Missouri Flat Road to the Town of El Dorado and the future Pedestrian and Bike Overcrossing projects. Transportation constructed a temporary trail connection with a design exception that worked around the utility conflicts to meet grant construction completion deadlines. The utility companies have relocated their facilities that were in conflict with this access creating the opportunity to construct this Project prior to the overcrossing. Transportation will remove the temporary trail connection and replace it with a permanent trail access that meets design standards. The Project duration is 20 working days and is anticipated to be complete within the 2022 construction season.

 

Due to federal funding, California Environmental Quality Act (CEQA) compliance and National Environmental Policy Act (NEPA) are required.  A CEQA Categorical Exemption was filed on December 20, 2017. A NEPA categorical Exemption/ Categorical Exclusion Determination was issued on December 17, 2018. No additional Environmental Permits are needed for this Project.

 

This Project is entirely within the Sacramento-Placerville Transportation Corridor Joint Powers Authority (SPTC JPA). Since El Dorado County is a member agency of the SPTC JPA, no acquisitions or easements are necessary.

 

The Contract Documents include all required federal provisions and incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements.  The DBE goal is 12%.

 

ALTERNATIVES

1) The Board could choose not to approve the Contract Documents.  Transportation will make any changes requested by the Board and return at a later date.

2) The Board could choose not to authorize advertisement for construction bids.  Transportation will make any changes requested by the Board and return at a later date.

 

PRIOR BOARD ACTION

On October 26, 2021 (Item 14, Legistar 21-1494) the Board authorized acceptance of this Project's funding from the El Dorado County Transportation Commission.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

 

CAO RECOMMENDATION / COMMENTS

Approve as recommended.

 

FINANCIAL IMPACT

The total estimated cost for the Project’s construction is $356,000, which includes construction items of work, construction management, inspection, materials testing, contingency, and supplemental items of work. Surface Transportation Block Grant Program (STBGP) in the amount of $356,000 and Transportation Development Act (TDA) funding in the amount of $37,000 have been programmed by the El Dorado County Transportation Commission (EDCTC) for this project. The Board will not obligate the County with the current requested action. The obligation will result from the subsequent action of awarding the bid.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk will obtain the Chair's signature on the construction Plans for the Project.

2) The Clerk will forward the original signed Plan set to Transportation, Fairlane Engineering, attention Matt Smeltzer.

 

TRANSPORTATION FOLLOW UP ACTIONS

Transportation will advertise the Project for bid proposals and return to the Board with recommendations for award at a later date.
