2) Adopt and authorize the Chair to sign Resolution 057-2022 to authorize the Chair to execute and confirm the Cooperative Agreement 03-0782.

DISCUSSION / BACKGROUND

The Diamond Springs Parkway - Phase 1B Project (Project) will construct a 4-lane minor arterial from a new Missouri Flat Road intersection south of Golden Center Drive to a new intersection at State Route (SR) 49 south of Bradley Drive. The Project connects to the SR-49 improvements constructed in Phase 1A to create a continuous 4-lane roadway corridor with multimodal features from the intersection at Fowler Lane/SR-49 all the way to U.S. Highway 50. The parkway includes new traffic signals at the intersections of Missouri Flat Road, Throwita Way, and SR-49. Multimodal transportation features include Class II bike lanes, sidewalk, and transit bus turnouts on both sides of the parkway. Construction of Phase 1B is anticipated to begin in the spring of 2023.

 

The Department of Transportation must enter into an agreement to set forth the obligations and responsibilities for the Project components as part of the California Department of Transportation (Caltrans) agreement process. Cooperative Agreement 03-0782 defines the roles, responsibilities, and funding contributions of each agency related to the Plans, Specifications, and Estimate (PS&E), Right of Way (ROW), and Construction (CON) phases. The Project has been awarded a State Local Partnership Grant in the amount of $5,320,000 and State Highway Operation and Protection Program (SHOPP) Minor funds in the amount of $1,000,000. The Funding Summary table in the Agreement illustrates the County and Caltrans funding contributions in the PS&E, ROW, and CON phases of the Project. The Spending Summary table illustrates the expenditures of those contributions in the respective phases. County will invoice Caltrans for those expenditures within the CON capital phase of the Project.

 

ALTERNATIVES

The Board could choose not to approve the Agreement and subsequently the County will not receive the $1,000,000 in SHOPP funding from Caltrans.

 

PRIOR BOARD ACTION

On March 8, 2016, Item 15, Legistar 13-0395, the Board approved Cooperative Agreement 03-0525 for the Diamond Springs Parkway - Phase 1A - SR-49 Realignment Project defining the roles between the County and Caltrans, including the SHOPP funding received for that project.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel has reviewed and approved the Agreement.

 

CAO RECOMMENDATION / COMMENTS

Approve as recommended.

 

FINANCIAL IMPACT

Approval of this agreement will result in the receipt of $1,000,000 in SHOPP funding from Caltrans. Funding for the Project is included in Transportation’s 2021 CIP, which was approved by the Board on June 8, 2021, Item 54, Legistar 21-0624. The changes to the funding sources as a result of the grant award will be incorporated into Transportation's 2022 CIP, which is set to go to the Board on June 14, 2022.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on two (2) originals of the Agreement.

2) The Clerk of the Board will forward the originals of the Agreement and a copy of the signed Resolution to Transportation, Fairlane Engineering, attention Shanann Findley, for further processing.

 

TRANSPORTATION FOLLOW UP ACTIONS

1) Transportation will send all original copies of the partially executed Agreement to Caltrans for signature.

2) Upon receipt from Caltrans, Transportation will return one (1) fully executed original Agreement to the Clerk of the Board for its files.
