DISCUSSION / BACKGROUND

The County has contracted with More 4 Less Pest Control since 2015 to provide routine, as-needed and emergency pest control services at various County operated locations.  During this time, they have provided good service and value while becoming very familiar with all of the County’s locations and unique needs.

Contract No. 6468 provides for two more years of continued services (April 23, 2022 through April 22, 2024) and a not-to-exceed amount of $150,000.  Routine services account for approximately $60,000 of that amount leaving roughly $90,000 available for as-needed and emergency services.  Bed bugs, in particular, have been problematic, and are costly to address, at certain locations and the Division seeks to be proactive in having a large balance available for as-needed and emergency work.  The Division does not anticipate utilizing all of this as-needed/emergency allowance but needs that flexibility so services are not interrupted.

It is further recommended that the Board make findings that due to the limited time frames, temporary or occasional nature, or schedule for the project or scope of work.  The ongoing aggregate of work to be performed under Agreement for Services No. 6468 is not sufficient to warrant the addition of permanent staff in accordance with Chapter 3.13, Section 3.13.030, of the County Purchasing Ordinance.

ALTERNATIVES

The Board could decline this agreement and the Division will have limited ability in addressing pest control issues.
