DISCUSSION / BACKGROUND
The Sheriff’s Office of Emergency Services (OES) originally signed Agreement # 3911 with Onsolve for a period of three years from May 6, 2019, through May 5, 2022.

Onsolve provides the OES a Reverse 9-1-1 system software subscription. The Reverse 9-1-1 system allows the OES to provide emergency notifications to citizens in the County. This is an essential service which is heavily relied upon during emergency events; for example, during the Caldor Fire, the OES was able to send out evacuation and other critical phone and text messages to residents in the affected areas to maximize protection of life and property.

During the Caldor Fire, the OES exceeded CodeRed System minutes significantly.

The EDSO currently owes $96,000 in bills for additional minutes used as part of the Caldor fire response notifications. To avoid having to pay the overage amounts, the EDSO is agreeing to enhanced service levels. Onsolve agreed to waive most of the $96,000 in additional cost of voice minutes used, if the County would sign a three tier contract with adjusted payments for the term of the contract. At the same time, Onsolve has agreed to lock in pricing through 05/05/24. Although Onsolve has set up the Order Form to quote pricing through 05/05/24, EDSO will be bringing back this contract on a perpetual basis.

Since the end of the current term is May 6, 2022, approval is being sought for enhanced services for an annual term that will end on May 5, 2023. As stated above, EDSO will be bringing back this agreement again in April of 2023, due to the perpetual nature of the agreement.
