Health and Human Services Agency (HHSA), Protective Services Division, recommending the Board:
1) Make findings in accordance with County Ordinance 3.13.030 that it is appropriate to contract with On My Own Independent Living Services, Inc. for the provision of the Empowered Parenting Program services, provided under Agreement 6249 because “(B) “Specialty skills and qualifications not expressly identified in classifications are involved in the performance of the work;”
2) Approve and authorize the Chair to sign Agreement for Services 6249 with On My Own Independent Living Services, Inc. with a not-to-exceed amount of $120,000, and for a term effective June 1, 2022 through May 31, 2025; and
3) Authorize the HHSA Director, or designee, to execute further documents relating to Agreement 6249 including amendments, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement.
FUNDING: 40% Title IV-B Federal Funding and 60% Social Services 2011 Realignment.

DISCUSSION / BACKGROUND:
On My Own Independent Living Services (On My Own) offers the personnel and services necessary to provide: 1) Empowered Parenting Program (a one-to-one skill building and training program for adults with developmental disabilities, or otherwise, who have expressed a desire to learn successful parenting) and/or 2) Independent Living Services (a one-to-one repetitive and customized training and support to work on specific goals and objectives moving towards more independent living in the community). Services are provided on an “as requested” basis to clients referred by HHSA. HHSA has contracted with this vendor for these services since June 2016.
This proposed Agreement 6249 with On My Own is a renewal of Agreement 2653, and would ensure continuation of necessary services without any service interruption. Agreement 2653 was approved by the Purchasing Agent on June 25, 2018; and Amendment 1, which extended the Agreement one year and increased the maximum obligation, was approved by the Board on January 14, 2020. Amendment 2, approved by the Purchasing Agent on June 6, 2021, updated the scope and two standard articles.
In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services. HHSA has documentation on file that such a review was performed for Agreement 6249 On My Own Independent Living Services.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA would continue to provide services through existing contracts, but clients currently receiving services from On My Own Independent Living, may experience a disruption in the continuity of services.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the Fiscal Year 2021-22 budget, and will be included in future budgets for the term of the Agreement.
