Title

Health and Human Services Agency (HHSA) recommending the Board:

3) Authorize the HHSA Director, or designee, to execute further documents relating to Agreement 5619 including amendments, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement.

 

FUNDING: 50% Federal Medi-Cal and 50% Mental Health Services Act.

DISCUSSION / BACKGROUND:

Acting as the Mental Health Plan (MHP) for the County of El Dorado, the County has the obligation to provide eligible County residents (including children and young adults), with access to designated Specialty Mental Health Services (SMHS), including acute psychiatric care, in accordance with California Welfare and Institutions Code (WIC) Section 5600 et seq., 5775 et seq., 14000 et seq., and 17000 et seq.

 

On June 8, 2021, the Board approved Agreement for Services 5619 with Summitview Child & Family Services, Inc. (SVCFS) for the provision of SMHS for children and young adults in a short term residential treatment facility. HHSA has identified an increased need and trend of child and youth placements into this program over the past months, and as such the current utilization of the services provided by SVCFS warrants an increase to the maximum obligation. Therefore, this Amendment 1 increases the maximum obligation by $264,540 for Fiscal Year 2022-23, and by $327,683 for Fiscal Year 2023-24.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would continue to provide services through the Agreement. Should funding run out in this agreement, the services would no longer be available for child and youth placements into this program.

FINANCIAL IMPACT:

This Agreement for Services continues to be funded with Mental Health Services Act, as well as Medi-Cal reimbursement of approximately 50%.  Funds have been allocated for this Agreement in Fiscal Year 2022-23, and will continue to be allocated in future fiscal years for the duration of the Agreement.
