Health and Human Services Agency (HHSA), on behalf of the El Dorado County Commission for Youth and Families (Commission), recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 068-2022 revising the term limits of Public Members to allow for staggered start dates for appointment to the Commission, with the initial appointment of one year for two members upon the creation of the Commission and then two year term limits thereafter, and two year term limits for the remaining three Public Members; and
2) Upon adoption of Resolution 068-2022, rescind and replace Resolution 236-2019.

DISCUSSION / BACKGROUND:
On March 5, 2019 (File ID: 19-0288), the Board received a presentation from Dr. Ed Manansala, Superintendent of Schools and Bellwether Education relative to a collaborative effort to improve system wide services for El Dorado County at-risk youth. At that meeting, the Board directed staff to continue efforts and staff resources to this collaborative effort.
As a result, the Board adopted Resolution 236-2019 on December 17, 2019 (File ID: 19-1769), establishing the El Dorado County Commission for Youth and Families. Section 5 of the Resolution 236-2019 had established the term limits for Public Members as, “When Public Members are appointed by the Board of Supervisors, two of them shall be appointed for one year, and three of them shall be appointed to serve two years.” However, this would require the appointment of all five (5) Public Members every other year.
On March 10, 2022, the El Dorado County Commission for Youth and Families voted to update the Public Member Terms as stated on the original resolution. This revision clarifies the terms to allow for staggered start dates of the Public Members by restating the term limits in Section 5 to read, “When Public Members are appointed by the Board of Supervisors, two of them shall be appointed for a one year term upon the creation of the commission and then appointed to serve two years thereafter, and three of them shall be appointed to serve two years.”
HHSA will be bringing a recommendation to the Board in June to reappoint two members for an additional year, thereby aligning the terms with the updated resolution and to reset the appointments so not all five members are appointed every other year.
ALTERNATIVES:
Should the Board decline to adopt and sign the revised resolution, the El Dorado County Commission for Youth and Families would continue to adhere to the term limit as stated on the original Resolution 236-2019, which would require the appointment of five (5) new public members to the committee every other year.
