DISCUSSION / BACKGROUND

PG&E has reached out to the County with the desire to partner in connection with a Public Safety Power Shutoff (PSPS) event.  The attached license agreements allow PG&E use of the parking areas at the Placerville Library to establish and operate a customer resource center (CRC) in the case of a PSPS event.  PG&E will contact the County prior to using either of these sites to confirm availability.  There is no financial value with these license agreements.  The term of the agreements is for five years from June 1, 2022 thru June 1, 2027.

The Department is recommending that the Board find that this license agreement is in the public interest due to the valuable service offered to the public in the event of a Public Safety Power Shutdown and that the agreement will not substantially conflict with the County's use of the property.  The location is in a parking area that will not substantially interfere with the County's use of the property.

ALTERNATIVES

The Board could not approve the agreement and PG&E would be unable to open a CRC at this site.
