DISCUSSION / BACKGROUND:

On April 29, 2021, the Chief Administrative Office (CAO) Procurement and Contracts Division, on behalf of the Health and Human Services Agency (HHSA), released Request for Qualifications (RFQ) 21-952-038 to solicit responses for Operations and Case Management services at an interim housing site located in County of El Dorado, and invited Respondents to propose Rapid Rehousing as an optional service component in anticipation that the County would receive funding for said services. Rapid Rehousing is an intervention which provides rental housing subsidies, utility deposits, and tailored supportive services for up to 24-months, with the goal of helping people to transition during that time period to more permanent housing. This program type helps families and individuals living on the streets or in temporary housing settings to solve the practical and immediate challenges to obtaining permanent housing, while reducing the amount of time they experience homelessness, avoiding a near-term return to homelessness, and linking to community resources that enable them to achieve housing stability in the long-term.

 

Only one (1) proposal received in response to this RFQ was for the provision of rapid rehousing services. The proposal was evaluated by a panel of 3 raters, each of whom have knowledge of the County’s Housing and Homelessness Services. On July 22, 2021, The Chief Administrative Office Procurement and Contracts Division identified Sacramento Self-Help Housing, Inc. dba Sierra Self-Help Housing, as the only apparent successful respondent for the provision of Rapid Rehousing services.

 

HHSA is requesting the Board approve this Agreement 5949 for Rapid Rehousing services to the qualified Proposer, Sacramento Self-Help Housing, Inc. dba Sierra Self-Help Housing, for a term effective upon final execution through September 30, 2023. This Agreement is designed to assist those leaving Project Roomkey to move into permanent housing situations beyond the non-congregate shelter program. It will also assist other persons experiencing homelessness in El Dorado County to provide permanent housing placements for persons exiting homelessness.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, Rapid Rehousing services would not be provided as associated with this RFQ. Should the item not be approved, the County would have incredibly limited options for persons wishing to exit homelessness who need short-term support to enter stable housing situations.

Approved by County Counsel, Human Resources, and Risk Management. The Auditor-Controller was notified.  Chief Administrative Office (CAO) Procurement and Contracts Division administered the RFQ process.

 

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

This Agreement for Services is funded with 50% State Project Roomkey funding and 50% Federal CARES Act Emergency Solutions Grants Program - Coronavirus (ESG-CV) allocation.  Funds have been allocated for these services in Fiscal Year 2022-23 and will continue to be allocated in future fiscal years for the duration of this Agreement.
