Supervisor Hidahl recommending the Board:

1) Find that a public benefit is derived from supporting funding towards public safety at the El Dorado Hills Fireworks and Freedom Concert; and

DISCUSSION / BACKGROUND

The El Dorado Hills Fireworks and Freedom Concert is coming back after a three year break due to Covid. To provide a fun, safe and secure event, EDSO, CHP, EDH Fire and private security has to attend. The expenses for security have increased dramatically, but need to be funded for the safety of the attendees. They must hire EDSO, EDH Fire (which hasn't charged in the past, but with their new policies will have a bill of $5500 this year), CHP comes in at over $9000,  two private security companies comes in about $9500 for both, as well as the efforts to move people out safely to and from the event with the road closures that cost $18,000. Just for safety logistics the bill this year will be $47,000. This does not include the fireworks, entertainment, rentals, and other costs. The community funding will help pay for a part of the safety logistics which is greatly needed to continue this community event.

 

ALTERNATIVES

The Board could choose not to approve the funding request, and no funding would be provided in support of these efforts.

FINANCIAL IMPACT

The Board of Supervisors allocated $30,000 in the Fiscal Year 2022-2023 budget in General Fund - Other Operations (Department 15) to be available for community funding requests supported by the Board. Approval of this item would allocate $5,000 from this amount. There is no additional impact to the General Fund due to the approval of this agreement.
