DISCUSSION / BACKGROUND

The El Dorado County Air Quality Management District (AQMD) entered into an MOU with the Placer County Air Pollution Control District (PCAPCD), defining the roles of both districts in the administration of the Placer County Wood Stove Replacement Incentive program.  This included the pass-thru of Targeted Airshed Grant (TAG) from the Sacramento Metropolitan Air Quality Management District (Sac Metro) to PCAPCD, as there is no TAG funding MOU directly between Sac Metro and PCAPCD allowing the funds to be directly distributed since AQMD is administering the expenditure of most of the TAG funding to incentive recipients in Placer County. This MOU between AQMD and PCAPCD was executed on March 30, 2022. The TAG grant allows for reimbursement of eligible costs starting on April 15, 2021.

 

This amendment defines the start of eligibility for expenditures to be reimbursed to PCAPCD by AQMD from the TAG funding as April 15, 2021, the date specified on the TAG grant as the start of the grant's fiscal period.

 

ALTERNATIVES

If the Board decides not to approve this amendment, AQMD will be unable to reimburse PCAPCD for eligible TAG grant costs that were expended between April 15, 2021 and March 30, 2022.

 

PRIOR BOARD ACTION

On March 8, 2022, the Board approved and authorized the APCO to execute MOU/Agreement 5847 with PCAPCD.
