Title: Probation Department recommending the Board: 1) Make findings in accordance with El Dorado County Ordinance Code, Chapter 3.13.030 (C) that due to limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff; 2) Approve and authorize the Chair to sign Agreement for Services 6740 with Atlas Tech Services to provide on-call electrical maintenance and repairs for the El Dorado County Probation Department, for a term of three years, with compensation not to exceed $166,000; and 3) Authorize the CAO, as the County's Purchasing Agent, Assistant CAO or Deputy CAO to execute further documents relating to Agreement for Services 6740, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management. DISCUSSION / BACKGROUND

The Probation Department (Probation) occasionally requires on-call electrical maintenance and repair services for various of its locations. Much of the work is performed on cameras, video security systems, cabling, and access control hardware that is specific to the Probation Department. Atlas Tech has been providing Probation scheduled, emergency, and on-call services for audio/visual equipment, security camera systems, conferencing equipment, intercom systems, electric door controls, and locks since 2019, primarily through agreements coordinated by Facilities.

 

In May of 2022, Facilities recommended that Probation have its own Probation-specific agreement with Atlas Tech. Subsequently, the Chief Administrative Office suggested that Probation follow Facilities’ lead that Probation pursue such an agreement.

 

ALTERNATIVES

The Board may choose to not approve the Agreement. Much of the work with the vendor will need to be performed in a timely manner and may affect safety or performance of technical equipment.

FINANCIAL IMPACT

There is no General Fund impact or increase to Net County Cost. Services are included in Probation’s FY22/23 budget and will be budgeted in subsequent years through the duration of the Agreement.

1.) Obtain signature of Chair on two (2) originals of Agreement 6740.

2.) Clerk of the Board to return one (1) fully executed Agreement to the Probation Department.
