DISCUSSION / BACKGROUND

The Sheriff’s Office is proposing that the Board of Supervisors approve the agreement with PM AM Corporation for installation, conversion, operations and services of a False Alarm Management Program including the collection services in accordance with the County’s alarm ordinance adopted in 1981, and last updated in 2018. 

The Sheriff’s Office manages the County’s alarm permitting process using three separate tools: Denali Cougar Mountain, the Sheriff’s Office Records Program RIMS, and an Access database.  If we receive your Boards approval, we will utilize one system that will be managed by PM AM.  Currently we dedicate one extra help employee to support the alarm permit function.  In the future we will consider dedicating this resource to other priorities or reduce labor hours.

Agency such as San Joaquin County, Pacifica PD, City of Roseville, and Vacaville currently use PM AM for alarm permitting services.  Our research with other agencies has yielded positive feedback.  San Joaquin indicated the tool is very easy to use and provides good visibility, and the service provided is timely.  Pacifica PD indicated system integration of RIMS data went well.  PM AM offers a full-service modern, efficient, and user-friendly approach with cloud based real-time data. 

The alarm program has been receiving on average $165,000 in the past 3 fiscal years.  Although the revenue will be split, we are confident the PM AM will capture more residents not signed up and collect more revenue not realized before. 

 

ALTERNATIVES

The Board could choose to not award the Agreement. In this case, the Sheriff’s Office would continue to use the current process which is not considered to be sustainable long term if the number of permits increase due to growth.

FINANCIAL IMPACT

There is no impact to Net County Cost since this is a revenue-sharing contract between PM AM and El Dorado County. All bank charges and mailing expenses incurred in connection with the services rendered by PM AM shall be paid by the program before the split of fees.  The annual 80% revenue share anticipated by the County is estimated at $132,000.
