DISCUSSION / BACKGROUND:

The Health and Human Services Agency (HHSA) Public Health Division (PHD) has been an active participant in collaboration with the El Dorado Union High School District (EDUHSD) in providing preventative public health intervention and education to at-risk students and their families since 1996. 

 

Through the provision of a dedicated Public Health Nurse (PHN) available to the campus complexes of the district, students have access through direct referral to a full scope of community-based resources. The PHN provides expert physical/social assessments and case management for those students and families that are at highest risk for complex health, psychosocial, and academic challenges.

 

Activities of the PHN on campus are an extension of the required scope of activities undertaken through the Maternal Adolescent Child Health Program as defined by the Title V Block Grant specific to children and youth, including children of special needs for the expressed purpose of improving health and wellbeing for the school-aged population in the areas of oral health, trauma and violence prevention, communicable diseases, genetic diseases, nutrition support, and health care delivery.

 

Approval of MOU 6260 will permit the continued provision of PHN services at EDUHSD campuses. This MOU is the renewal of Agreement 3879 with the EDUHSD for on-site PHN services over the term of July 1, 2019, through June 30, 2022. Previous agreements had been funded through an EDUHSD Healthy Start Program grant, but reimbursement is currently funded by EDUHSD discretionary funding.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA will be prohibited from providing PHN services on EDUHSD campuses, an action that will negatively impact both the scope of service and the generation of matching federal funding.

CAO RECOMMENDATION:

Approve as recommended.

 

FINANCIAL IMPACT:

There is no impact to Net County Cost as this is a revenue generating MOU and is the renewal of an existing agreement. This MOU provides local match funding to augment revenue generation through the federal enhanced funding of skilled medical professionals (Public Health Nurse) in the ratio of a 3 to 1 match. Both expenditure and revenue generation are included in the Fiscal Year 2022-23 Budget and will be included in future budgets for the term of the agreement.
