DISCUSSION / BACKGROUND

At the Board meeting on June 21, 2022, the Board requested the Clerk to look into additional locations for the County's Boards, Committees and Commissions (Commissions) to meet in both El Dorado Hills and South Lake Tahoe which used the criteria of audio/video equipment present at the site, ability to live stream and record meetings, and adequate space available for the public to attend. Currently only the Board of Supervisors Chamber and the Planning Commission room are approved facilities. As the Clerk's Office moves forward to implement the direction of the Board, it has become clear that additional facilities are necessary to facilitate all the meetings. Conference Room A could be utilized for Commissions that have a smaller membership attending in person and not much public participation. Some Commissions have a membership of fourteen or more members and neither the Board Chambers or the Planning Commission room can adequately accommodate. An alternative would be to utilize Conference Room D. The Board acknowledged the need for meeting rooms in El Dorado Hills and South Lake Tahoe and those facilities have been identified and meet the criteria previously stated.

 

The Board is also being asked to exclude the Civil Service Commission from having to hold their meeting in a hybrid model. The Civil Service Commission handles appeals on either dismissal, suspension, or demotion of County employees who have attained Civil Service Status. Due to the sensitive nature of these proceedings, it is appropriate to exclude this Commission from requiring them to hold their meetings in a hybrid model.

 

ALTERNATIVES

The Board could decide not to add additional locations for Committee/Commission meetings. The Board could require the Civil Service Commission to comply with the hybrid model.
